The Lottery is a legitmate way for state governments to raise funds for valuable public projects.

State governments use the profits from lotteries to fund education, senior citizens programs, health care, and other public concerns. Since 1999, all Virginia Lottery profits have been used for public education in the Commonwealth, for kindrgarten through 12th grade. Lotteries not only help your state they are entertaining and exciting to play. All prizes that are not claimed go to the Literary Fund.

Some people may say that lotteries unfarily target poor people. However, the primaray goal of state lotteries is to maximize their net revenues. Lottery players risk a small amount of money against very long odds to win a large prize, with the net proceeds going to the public good. They do not target a specific class of people to buy them. Its just a game.
